Concrete vs Asphalt vs Pavers
The best paving material varies depending on the amount and type of traffic your paved area is meant to take.
In the case of driveways and parking lots, they are supposed to take on a lot of weight and vehicle traffic. Their durability will be only as lasting as the materials used and the quality of the paving work.

Also, they require more care with any type of snow removal so they are not cracked or displaced.

Driveway Paving Permits
In the City of Chicago, you need a driveway paving permit in order to start building one, for both residential and commercial properties. An apartment building of more than 4 residential units is considered a commercial property.
IDOT Driveway Permits
Per the City Of Chicago:
Driveways on streets under the jurisdiction of the Illinois Department of Transportation must also have IDOT driveway permits. The applicant is responsible for determining whether an IDOT permit is required.
