Concrete vs Asphalt vs Pavers
The best paving material varies depending on the amount and type of traffic your paved area is meant to take.
In the case of driveways and parking lots, they are supposed to take on a lot of weight and vehicle traffic. Their durability will be only as lasting as the materials used and the quality of the paving work.
A well maintained, paved driveway will increase your property's curb appeal and may help sell it faster.
It is the cheaper paving material. The downside is a shorter longevity and the fact that asphalt is prone to cracking, fading and may require sealing every few years.
Even though it might require more maintenance, asphalt repairs are easy to do. An asphalt paved surface might last up to 20 years.
It has a longer lifespan than asphalt, up to 30 years. It also requires less maintenance, but repairs might be a little bit more expensive.

Driveway Paving Permits
In the City of Chicago, you need a driveway permit in order to start building one, for both residential and commercial properties. An apartment building of more than 4 residential units is considered a commercial property.
IDOT Driveway Permits
Per the City Of Chicago:
Driveways on streets under the jurisdiction of the Illinois Department of Transportation must also have IDOT driveway permits. The applicant is responsible for determining whether an IDOT permit is required.
